Is this a retention holster? Kind of looks like a release button at the trigger guard.

It is a retention holster, no button. Works perfect with the Glock. You'll be really happy with the purchase, very comfortable holster.

does this hold the 19 gen 4

I used it for the gen 2 glock 23

Does this fit a CZ P10c also?

No....this item is specific. cz has different trigger guard size / slide shape / width.

As a paddle holster I'm looking for use when need to remove holster and gun from belt for some locations, how hard is it to get on and off?

This is a very comfortable holster and it is very secure when put in place. Removing the holster is fairly simple and very smooth.
