Which side does the 3M side stick to? Windshield or cell phone suction cup?

I put the 3m side on my dash because I prefer it being mounted there. I would assume the 3m side would be placed on the windshield.

Can i stick it to the ceiling wall and hang my security camera?

Does adhesive withstand moisture? My shower caddy has suction cups that require a flat surface so I use hard plastic discs and need new adhesive.
