My measurement over my hips is 39-40 inches and right over the bellybutton is 38 inches. That's where I want the waistband to rest or just a little lower. I ordered the size 30 and they fit fine. I probably could have gotten away with 29. They're not tight but not too loose either. I don't need the inner elastic cinch but it's helpful if you got a size a little too large and don't want to return. You can ignore it or I guess, cut it off if you don't need it; it's not in the way or cumbersome. Being men's pants, there is going to be a little extra room in the inseam. That's fine, I'm not trying for fitted or tight, I just want functionality and comfort. I was pleased that there wasn't the usual issue with men's pants if you're a curvy woman, namely that the waist fits fine but you can't get it over your hips or hips fit fine, but the waist is too large.
