The description is for a "pack of two". Does that mean two 40x12 pallets, or does it mean four 40x12 pallets.

It's two 12" x 40" Pieces that you lock together making a 24" x 40" pallet. A standard wood pallet is 48" x 40" so you would need two Packs, four total Pieces, to make one standard pallet. They worked great and are perfect for shipping internationally because they're plastic. Hope this helps.

Can these be used outside (summer season) on top of a wet natural dock area?

Since this is made of plastic, I guess you could use them on wet natural dock area. I would caution you about possible breakdown from extended sun exposure.

How much area is in contact with the floor underneath one of these pallets?

It's an open design underneath. Each unit has a total of 6 "contact" points.

I don't think these were designed to be used with forklifts, because they flex too much. Right?

I don't use them with a forklift, but I don't think there would be a problem using one on these. They are very sturdy and do have openings that will accomadate the forks.
