A: I guess so : i’am using a 20mm silicone tube and it works fine. 
It also works when my finger get close to it : close from your 13mm diameter.

This is working very well for a water level detector. The accompanying spec sheet is very thorough, except it does not spec the maximum current through the switching transistor.

This sensor is capable of detecting through 9mm of Polyproo pipe. The other sensors with digital sensitivity calibration could not do that.
