I have a spektrum dxe transmitter - what else is required other than the rf9 software for this simulator program to work ?

You need either a cable or wireless usb dongle! The dongle is $40.

no it requires the interlink controller

Will this work with the radiomaster tx16s or what do i need to make it work

My guess is that it can work, but I think you should find and access the RF9 User Manual and read how you might connect your controller, either wired or wirelessly, because you will need at least one accessory to facilitate the pairing.
