They were truly in new condition and there was an "Owner's Manual" included. The manual is necessary because you need to know the code(s) for your non-DVR equipment you wish to control with the remote. These new remotes have some welcome features that the old remote did not have like backlit buttons. I had to supply 2 AA batteries for each remote but the seller stated that.
