Probably.  You would need to strip it first.

Can I put coats on this?

You could. Just make sure you anchor it good. I wish they made them bigger because it's awesome looking. I use it to hang robes and towels.

Question 3

Is the spacing of the mounting screws such that you can hang this rack on wall studs?

Hi. The unit is just 15 inches wide so if your 16 on center…. However, I do not know the placement of the hanging hooks. If your 12 inches on center, please contact Umbra (info at umbra).

Will this rack hold up to the elements if mounted outside under a covered deck?

Hello Cassie. I would not use it outdoors, even under cover. It is in no way protected for the "elements."
