Probably not. I’d try a penetrating oil like PB Blaster to loosen stuck metal.

Yes, but you will need to thoroughly clean the treated area and allow it to dry before applying paint.

This is NOT a rust stain remover. It is designed to halt corrosion.

What type of acid does this product use?

It contains Phosphoric acid. Very good product. I used it to touch up rust spots on my truck almost a year ago. Through one winter with heavy salt use and everything is still good.
