Are these boxes strong enough to be used as mailers?

No, they are like Chinese food containers.

Does 4 coffee mugs fit in it?

I bought these for Christmas so it's been six months since I used them. but from memory, I do not think four coffee mugs would fit in one of these boxes. two might. BUT they are not sturdy or hard cardboard. I would not purchase them specifically for four coffee mugs. IF they fit, the fit would be too tight. they were fantastic for other things I used them for but I don't think they'll accommodate four mugs.
