Can plants be added to the top like an aquaponics tank?

Plants can be added to the top. Fish cannot. Well only if you want to abuse them and have them suffer before dying.

Do you need to buy filter cartridges or can you just clean this one?

This product does not have a filter, it is kept maintained by adding fresh and clean water every few days. I would recommend doing a thorough cleaning of it once a month and scrubbing the tank itself before refilling with fresh water and adding back your fish.

Can you change the rocks to the small colored rocks?

I would assume so - just make sure they aren't small enough to go through the drain holes (most aquarium rock is large enough that you would be just fine)
