Yes, paper is good with pencil and charcoal.

Does ink smear on the tracing paper part?

First layout bond isn’t tracing paper. Strathmore does sell a tracing paper pad if that’s what ur looking for. I use the layout pad for calligraphy and I don’t have a problem with ink smearing or bleeding.

What exactly is this paper used for? it looks like tracing paper over another, thicker paper. why not just use tracing paper? what am i missing here?

I ordered this because it was required for my granddaughter’s college graphic design class.

will prismacolor markers bleed through the paper?

The only "bleeding" problem I had was when when I went over lines too heavily. Normal light drawing didn't pose a problem. Hope this helps.
