They say in the description that there is no SPI label and there are no labels on the gloves (about $30) that I received.

Would these gloves be perfect for my suede steering wheel?

Yes, they will grip the steering wheel just fine and keep the steering wheel clean. My last race car had a suede steering wheel. Very comfortable as well.

Are this safe to wash and dry in washing machine and dryer?

Machine wash yes, I would not dry them in a dryer.. Hang dry only..
