Is this still eligible for DJI refresh?

This is one of the few drones that Care Refresh is a waste of money, the cost for the plan is high and then the replacement cost is even higher! They know your gonna crash so they cover their cost, best bet is buying a another aircraft on ebay its much cheaper!

Does the camera move up and down when you're flying?

You have control of the angle of the camera you can adjust it where you want it when flying but it’s best to familiarize yourself with the controls in the simulator before flying. This drone is a blast to fly
