Even tho the balls are "permanently joined together*, the unexpected does happen, and the individual balls are only 1.5" diameter. "If it fits in a toilet paper tube, it can choke your kid" is what we went by 25-30 years ago; be mindful that toilet paper tubes are now at least an inch shorter than they were before they started shrinking EVERY SINGLE THING!! So, no, don't give it to an under 4.
