UL and ETL safety testing costs thousands of dollars. If a company fronted the money to get UL on these, they would doubtless advertise it. I suspect UL will not rate these because they are illegal, according to the 2007 Energy Efficiency Act, which outlaws any adapter that would allow you to plug a standard E26 based incandescent bulb into an energy efficient socket like the GU24. Which means this is likely from a Chinese company that doesn’t care about American laws or American safety standards. Buy these at your own risk. Good luck

Will this work as converter and when doing retro fit can light to led?

Yes. I used this adapter to swap out a CFL that came with the light fixture to a LED bulb. It worked flawlessly and is still working today. I would definitely use this adapter again and recommend it to others.

Can this be used with a dimmer?

These can be used with a dimmer, but more important is that the bulbs put into them are dimmable. If the bulbs are dimmable, they will remain dimmable when using these adapters.
