Yes you can, I cut a 2.75" circle, a new glass for my tachometer. you have to be careful cutting circles, cur the circle then take a straight cutter and etch the glass outward every 1/8 of the circle. so it kinda looks like a starburst, the real trick is DO NOT etch into the circle edge this will crack the glass. then after you make the radial etches place the glass etched side down on a thick towel, or a cloth that will give a little. press on the outside edge og the circle and it will snap right off perfect circle

What is the biggest circle it will cut?

I'm not familiar with glass cutting tools so this might be a silly question but : Does oil get on the glass when cutting with this tool?

If the pen-type glass knife is filled with oil, some oil will flow out, just for better cutting, or it can be omitted.
