What isn't? **Q: Will this fit properly for head size of 23?** A: Probably so. I bought it for my 10-yr old grandson to go w/ Confederate uniform I made for him for Christmas. His head measures 21 1/2", and the cap is a little big. He wears it and loves it; it's a very nice, authentic-looking cap. **Q: Does confederate hat fit adults** A: It fits my head. However this hat is made really cheap. If that’s what you want that’s what you will get for about 40 dollars from a sutler you can get a real hat. **Q: Is it made for a child's or adult sized head?** A: It depends on what size head the adult has. So I imagine it would work for a 10-12 yo kid. It is not adjustable, so you take your chances on whether it is a little loose or tight. But it works for my daughter's Civil War school module (where the kids actually need to conduct infantry battle drills/formations as part of a large ongoing assignment where the kids are divided into teams of North and South {she drew the South straw}). It is relatively inexpensive which fits the temporary nature of this 1.5 month school assignment. It is NOT really quality enough for an adult participant in Civil War reenactment events (if that is your hobby, you need to get a $50 plus kind of hat). The reason I drop the rating a star is because the cheap shiny plastic crossed rifles emblem that is sewed into the front of the hat (and thus non adjustable/detachable/rearrangeable) on the hat I received is installed UPSIDE DOWN. The rifles in the crossed rifle emblem are actually upside down. But it looks just fine from a distance. You have to get up close to the hat to see the rifles are upside down.
