If you mean electrical noise, there's some fast switching noise on the output as you might expect from a switching power supply, the amplitude stays the same but the frequency goes up with output voltage. It'll show up on a 'scope if there's no load, probably as a sequence of quick impulses with a decaying "ring", it's nowhere near as bad as a typical cheap switched PSU and any kind of load capacitance should mop it up. If you mean audible noise, it has a fan but that only comes on when it's hot. Without the fan running it's effectively silent, though some switching PSUs can emit a whistle at the switching frequency, if you get one with something physically able to vibrate inside and your ears are up to hearing that. My ears aren't bad and I've heard nothing from my one.

With ‎wps1203h style ‎120v/3a(360w) what is maximum current at 12v / 24v?

At both voltages, the max current is 10 amps.

How do I set constant current for it? It keeps reverting to 0 when i press output

Replicated your problem on my unit - once you have set your required voltage output and the maximum current limit setting for the item under test or being run you then push 'Output' .... BUT, if there is no active load attached to the power supply it will show the row of 'zero's' on the current readout after a couple of seconds or so.

When using the usb output is the current and voltage displayed so that you can use it as a usb power meter?

NO THERE IS NO VISUAL INDICATION THAT THE USB CIRCUIT IS ON OTHER THAN THE APPLIANCE ON CHARGE THE FRONT PANEL SHOWS ONLY POWER OUTPUT NOT USB.
