They are attached at the lower windshield mounting bolts when the shield is in the top position. It is fairly sturdy. Once a GPS or Phone is mounted, bumps in the road can make it bump against the dash. Placing a small rubber bumper or felt button between it and the dash will stop this. The one thing I would change is to make the rotating bracket fit to the inside of the upright mounts to facilitate further rotation and that would also make the mounting point slightly thinner.
