should the light i am trying to program be in the on or off position?

The light should be on when you plug in the timer.

When the red light is lit is the battery charging? Mine does not go off.

I think the red light comes one when power is flowing to what you have plugged in.

Can this be program to cycle on a monthly basis? e.g. every month on the first of the month. Or every four weeks?

I do not think so, since it is a weekly timer
