The brooks saddle honey-black rails price 79.99 is box or just oem please?

I'm not sure what the exact question is but Brooks is a High End Specialty Bike Seat Manufacturer. Some bike manufacturers may supply Brooks Saddles but they don't make them themselves. I hope this answers your question.

Does the saddle come with the spanner?

Yes the saddle comes with the spanner. You wont need it for quite some time, until the saddle stretches out. Have ridden mine for 3,000 miles with no stretching, although the leather has broken through continuous use of Proofhide.

I have read that leather saddles do not conform to the body if the rider weighs less than 130 lbs / 60kg. Is this accurate, and if so, what can I do?

I weight about 155 lbs and I know that they say that this is supposed to be one of the MOST comfortable saddles out there once it's broken in, I just didn't have the patience to wait for it. It's pretty uncomfortable and you feel it a lot. If you're going short distances, it will take you forever to break it in.
