It is switchable, similar to the MX Revolution. To switch you press the button just below the wheel instead of pressing the wheel.

Can someone please explain dpi scaling to me? I understand that the higher dpi the easier it is to click on a pixel. Why do people want low dpi?

Some people have it backwards in regard to what higher DPI does.  Higher DPI is LESS precise.  Precision is a capacity to control more detail.  In that regard a LOWER DPI will give greater precision.  For example, in gaming, if you go into a "sniping" mode, then you want greater precision from your mouse so that even if you move your mouse a bit more the "cursor" will not move as much.  In graphic/photographic work, where one needs more precision to alter pixels, LOWER DPI will give more precision for the same reason.High DPI is great for moving the cursor a greater distance with less mouse movement.  This is especially helpful with very high resolution screens such as 1920 x 1080.  If you have a mouse that has a DPI of 2000p/inch, then it will only take about a 1" movement of the mouse to move the cursor from the extreme left to the extreme right.  If your mouse DPI is 1000p/inch, then it will take about 2" of mouse movement to go left to right.  As you can deduce lower DPI gives greater precision, as it allows for less cursor movement even if your hand makes larger movements.  High DPI = faster cursor movement over higher res screens for every inch the mouse is moved.  Lower DPI = slower cursor movement for every inch mouse is moved.  Lower DPI gives GREATER precision.
