Is this going to work around 1/4" cable with plenty of room because I have to go around that and chicken wire and netting at same time?

The minimum closing is 9/32" the maximum is 23/64" not going to be much room but should work.

Do the hog rings come with this kit, if so what size are they and are they suitable for upholstery use

Yes, the sample pack of hog rings comes with and the size is 11/16" when open and 9/32" when closed. These work great for upholstery.

The back of the package says made in Taiwan, but the product description on Amazon states country of origin is China.

Where can I buy the tool that will handle 1/2" rings?

We bought this one off Amazon, I think the rings we got were 1/2” across. It should say in the detail description of the pliers.
