Hi,will this work on a pro-ject xperience deck to align a ortofon 2m bronze cartridge on the standard fitted evolution arm?

yes - 
1. fit the cartridge to the headshell - dont tighten the screws too much
2.put the guage over the spindle
3. lower the needle onto the centre dot on the outer measure ( tip - set anti skate to zero )
4. move the cartridge forwards or back so that it sits parallel to the horizontal lines.
5.put the needle in the centre point of inner measure
6. check that the cartridge is still parallel
7. adjust forward / back until parallel
8 recheck on outer measure
9 once happy all is aligned tighten the screws up
10 rebalance arm to zero
11 set tracking weight
12 set anti skate
ready to go
note these instructions come with the guage, works well with every arm/cartridge combination i have ever had
also note that the cartridge may be a little off set in the headshell.
sounds complicated but in practice is quite easy - just take your time and be patient.

No batteries required, no electricity, no solar power. It looks like a small plastic mirrored school ruler but with markings to suit lining up cartridge rather than length measurement. Hope this helps.

will it work for 45 records

As far as I am aware it's for lining up the cartridge/stylus which when set is in alignment for all records. Would HATE to have to change every time I played a 7, 10 or 12 inch record - That would be as annoying as predictive text!

Is this protractor good to use for a 12-inch arm, please?

yes - it gives the zero distortion positions for two points on the tracking arc. if you align the cartridge to be parallel to the guide at those two points it doesnt matter what length arm you use. it does depend on you fitting the arm at the correct spindle to pivot distance which will be  stated in the arms mounting instructions. - nice to have a 12inch arm
