can it fold back on itself for a smaller footprint?

Just checked for you and it does fold back in half but I've never used it like that as might be awkward if you wanted to write on paper while the folder is in that position?! Hope this helps you with your decision. The folder is great and wouldn't be without mine.

Is the leather strap magnetic?

no it it not magnetic but the strap does hold it closed.
