I plan on us using the in newly plastered walls/ceiling, what is the coverage per litre?

It depends on how porous the surface is, but the spec is between 5 & 10 sq/m. Just wondering why you intend to use on new plaster though, if its to prep for painting them a wash coat of emulsion should do rather than Gardz, if it's to paper then watered down PVA. Garda will do both these things but it's more expensive to do so.

Would this work on walls that have been painted over distemper or do I need to scrap all the paint off and start again?

I have used this on walls that were distempered. I brushed off the loose bits then just painted over it with Gardz. It bonds the surface into a solid base ready for painting over. It's brilliant! But it is very messy to use because it's very thin and drips everywhere. Then again it cleans up with soap and water. Highly recommended!

Can i use this to seal a bathroom cabinet after its painted? Does it dry Matt or silky?

It dries slightly silky, but why do it? I used it to seal in old wallpaper paste as it reacts when painted with emulsion paint. I had no problems.

I've used this to great effect on some inside (brick) walls of an outbuilding. Is it likely to be any good for brick *cellar* walls? (cold not wet).
