There is conflicting information regarding these conversion kits. People state that the torch head doesn't screw all the way down. Is this the case?

That is correct it does not screw down as far as with the original bulb due to the driver circuitry being housed in a "washer" that stops the head. However it still works in the same way, you just dont need as many turns to release it. Cant be sure if the o ring seals as well but I'm not intending to use it underwater in any case!

Do you have to have the push button base for this to work

Works perfectly with the standard twisting on/off function of the Mini Maglite

What is the outer ring diameter and central led diameter. i have an almost identical 2xaa flashlight by legend and would like to upgrade.

The 'outer ring' or base of the bulb has a diameter of 16mm and the thickness of the base is 2.5mm. The diameter of the LED is 3.15mm. All the measurements were taken with a Moore & Wright micrometer. Hope this information helps.
