Can use this to stick floral foam onto a metal surface?

No! you need to buy a small plastic"frog" which is a round base with prongs sticking up. you put small piece of adhesive underneath and press this on to the metal. when fixed in place you can push the wet oasis down on to it. you can use the adhesive on wood, metal or glass but it is sometimes difficult to remove.

yes it is waterproof and very strong, only small amount needs to be used to adhere "frogs" or pinholders to a container. Can be difficult to remove from container after use.

can you use it to stick oasis or just pin holders

I have never used it to stick oasis, I always use tape. I don't think it would adhere to wet oasis.
