A: It could, if the problem is related to current instability in your electrical supply.  However, if the problem is that the transformer in your shop lights is leaking RF, the line conditioner will not help much.  This is a pretty inexpensive way to find out, though.  Also using a line conditioner can in no way make it worse. :)
