Can you use flannel sheets in these holders?

Each one can hold more than one cotton sheet set at the time, so flannel sheets won't be a problem.

Would this be able to fit California king sheets?

There's plenty of space inside the cubes, I don't think you would have any problem fitting Cali King sheets. I have a queen size bed and fit two sets of sheets in each of the cubes without any problem

Are these available for twin sized sheets as well?

I believe they come in just one size and fit any size of sheets.
