We bought another copy of the book, but now we only let het look at it while she is on our laps, and we keep it out of reach when we aren't reading it with her. This has prevented her from breaking the tails that wiggle back and forth. I have a niece who is 2.5 years old and she seems able to play with it without breaking anything, according to my sister.
