It looks like it is just meant to be held on by glue after being pressed in. I tried to use it anyway but it has a lot of play in it and the wheel is not smooth and off-centered making it unbalanced. It seems the entire tool is made out of some kind of plastic/metal type casting, not sure how long it would last. It is probably all fixable but I would rather spend the time sharpening my chisels instead of fixing a new tool.
