Is this metric or imperial ? as others on the reviews say it's imperial ?

Its imperial. Despite the description none of the inserts fitted a 10mm drill.

Can someone confirm if the drill sizes are imperial or metric? It says 6, 8, 10, 11 and 12mm, but some reviews the sizes actually are imperial.

It was imperial. The inserts aern't labeled but none fit a 10mm drill.

What is the minimum panel thickness it clamps to.

The minimum thickness the clamp closes to is approx. 10mm , but the actual block that holds the drill dies is approx. 16mm, so you would need to bear in mind what size dowels to use and how much is left wood around the dowel , I hope this helps
