How short can you make the chain?

Pretty short. Ours hangs only about 8 inches

Is this bright enough to light a dining room? Can it be practically flush mounted?

We put natural daylight bulbs in ours and our kitchen has never been brighter. I'm not sure about completely flush. We have ours only hanging down 3 links on the chain. We could have reduced it to 1 link. Lots of compliments from everyone who sees our kitchen.

You would probably have to had electrical wire added, I don't think the light will have enough wire to still hook up to your existing wire. It is a beautiful light!! we love ours

Can this go almost flush to the ceiling?

No, but I shortened the chain to one link looks great
