No, the battery tester does not do load testing, the device is a basic battery tester that only looks at voltages & shows the relative charge by LCD screen.

Yes, it is made in China. But for what it's worth, it's a nice tester.

The instruction booklet that comes with the unit states: "remove the clear plastic strip". what clear plastic strip?

There should be a small strip that looks like Scotch tape on the battery housing. It might have been removed before you got it. If it works when you insert a battery, that was what happened. Hope that helps.
