How large do these get fully expanded?

They do not completely fill the bag but it is a chemical reaction resulting from the mixing of chemicals and they harden within minutes. You can find videos online of people using them. They work really well though, I was quite surprised.

Image shows 2 bags. Assuming you need 2 so there's 1 for the bottom and 1 for the top. But description says 1 bag?

yes depending on what you are packaging you may need 1 for the top and 1 for the bottom. They come as a single bag.

Does this include the chemicals?

Yes , there are two chemicals when you squeeze the bag the inner bag opens and the chemical in the inner bag mixes with the chemical inside the outer bag which creates the foam inside the outer bag.
