can it be used on colored treated hair?

My hair is color treated and I love it!

Is this safe for color treated hair

Yes, my hair is both color-treated and highlighted and it is very gentle. No sulfates, parabens or other color stripping additives. My hair feels amazing!

How long does this shampoo lasts for short to medium length hair ?

It seems to last a long time for me as a guy. My hair is medium in length. One tube shampooing daily lasts at least 6 weeks to 2 months.

Is this product different than the peter thomas roth shampoo that is labeled nourshishing shampoo? if so, what's the difference?

I know what you're asking. I have one from 2014 or 2015 that is also available on AMAZON for $12.79. This one, for $14.75, is, I think, a newer version...not sure if it's better or different.
